Customer lack of service. How can you rate something you can't get?

I work in a providers office. A rejection letter was sent denying a claim. Cigna has paid for this type of claim for this particular patient in the last four months. I tried to call customer service to rectify our problem. After forty minutes on hold, I got the distinct impression that Cigna does not adequately staff customer service positions. Just to gauge a difference in where they place "people" resources, I called enrollment at the same number and had a response, with a real person, within 2 minutes.
